What does building on fill mean?
Fill is material that has been placed or redistributed rather than remaining in its original natural ground profile. It may have been introduced during subdivision earthworks, previous building work, landscaping, service installation, driveway construction or an earlier change in site levels.
Fill is not automatically unsuitable for development. Its origin, composition, thickness, placement history, condition and available records determine which engineering questions should be investigated.
Why uncontrolled or variable fill can matter
Where fill is poorly documented, unevenly compacted or contains variable materials, the project team may need to consider settlement, founding depth, bearing conditions and how the proposed structure interacts with both natural and placed ground.
Potential concerns include soft zones, buried topsoil, construction debris, moisture variation or different fill depths across the footprint. These conditions cannot be reliably identified from a suburb name, aerial photograph or the appearance of the surface alone.

AS 3798 can be relevant to specified earthworks and associated documentation where applicable. Referring to the standard does not establish that existing fill meets a particular specification without supporting records and project-specific assessment.
