The NSW Transport Oriented Development Program is intended to encourage housing and mixed-use development near selected rail and metro stations. Current precinct boundaries, planning controls, alternative local schemes and property-specific exclusions determine whether a particular development can use the relevant provisions.

The program may create opportunities for residential flat buildings, shop-top housing or other infill development in eligible locations. It does not remove the need to understand existing ground conditions, proposed excavation, neighbouring assets and site-specific construction constraints.

Why station-precinct infill sites can need broader investigation

Established urban sites can have limited drilling access, existing buildings, buried services, historical fill, old footings and sensitive boundary conditions. A proposal near a station or town centre may also include deeper foundations, a basement, lift pits, retaining structures or changes to site drainage.

These matters can increase the value of a coordinated investigation that addresses the structural and civil design questions. The location of a site near public transport does not, by itself, establish its soil type, rock depth, groundwater conditions or slope risk.

Foundations, excavation and neighbouring property considerations

The structural designer may need information about likely founding materials, bearing conditions, rock levels or soil and fill variability across the building footprint. Where excavation is proposed close to neighbouring structures, the project may also need ground-related input relevant to excavation support or retention.

Geotechnical recommendations are one part of the design process. Structural and shoring design, surveying, temporary works and approval matters must be handled by the relevant project professionals; no single article can establish the correct solution for an individual site.

Which Australian Standards may be relevant?

AS 1726 can provide a framework for a site-specific geotechnical investigation where applicable. AS 2870 may be relevant for appropriate residential footing and site-classification questions, while AS 3798 can become relevant where the agreed scope concerns earthworks or controlled fill.

The standards referred to in a particular scope should reflect the actual development, the engineering questions and the work commissioned. Their mention does not mean every station-precinct project needs the same tests, depth or reporting format.

What a developer or project consultant should provide

Share the address, architectural drawings, survey, proposed building height or loads if available, excavation depths, basement layout and information about neighbouring structures. Include access photographs, existing reports and any planner, council, certifier, structural or civil engineering request.

Can an old neighbouring soil report replace an investigation for an apartment or mixed-use site?+
